From the yellow portal's POV (or frame of reference), the block is zooming up towards it, and the yellow portal is just sitting there. From the blue portal's POV, the blue portal is just sitting there. An observer looking through the blue portal sees the yellow portal's POV - which is that the block (and the platform the block is on) is rushing up toward it! Wait.
